Shillingburg Wins Seafood
Festival Poster Contest for
4th Consecutive Year
Local watercolor artist Judy Shillingburg is the winner of the Destin Seafood Festival Poster Contest for the
fourth consecutive year.
Chosen by the Destin Charter Boat Association, the
Seafood Festival Committee, Corporate Seafood Festival
Sponsor Legendary, Inc., and the Destin Area Chamber
Board of Directors and sta from among six entries, the
winning entry was painted onto a 29-year-old chart map
of the Destin area to celebrate the contest theme ’ 29
Years of World-Class Tradition.’
Shillingburg has painted on chart maps for many
clients and had just bought a large quantity of old maps
when the call to artists was issued. She found the one
that said 1978, which was the rst year the festival was
held, and knew it was a perfect t for the artwork.
“I took the chart of Destin and painted on top of
it what was always there – the pelicans, Crab Island,”
explained Shillingburg.
The discoloration due to the chart’s tattered edges
caused Shillingburg to use colors outside of her normal
range, but that turned out to be a wonderful e ect.
“Those colors re ect so nicely with the water on the
chart,” said Shillingburg.
The 29th Annual Destin Seafood Festival will be
held at the Morgan Sports Center on October 5-7. This
year’s headliners include Telarc Recording Artist Tab
Benoit on Friday night and a headliner triple shot on
Saturday with Ambrosia, Atlanta Rhythm Section, and
Mark Farner, formerly of Grand Funk Railroad. Nine local
seafood restaurants, including The Back Porch, Café
Grazie, Emerald Grande Vista Bar & Grill, Fisherman’s
Wharf, Landry’s, Louisiana Lagniappe, Pompano Joe’s,
Rutherford’s 465, and Tony’s Ristorante, will serve favorite

ECEL Awarded $2,500 Grant
ECEL is pleased to announce it is once again participating in Keep
America Beautiful’s Cigarette Litter Prevention Program (CLPP) and has
been awarded a $2,500 grant by the organization to enhance the
campaign’s e ectiveness.
“With support of the Destin Area Chamber of Commerce Board
of Directors, Mayor Craig Barker, and the Okaloosa County Sheri ’s
O ce, we received the grant for this year’s campaign. ECEL couldn’t
have received the grant without this team and would like to thank
them publicly for their support,” said ECEL Chairman, Susie Cross, Carr,
Riggs & Ingram, LLC.
Keep America Beautiful developed its CLPP after identifying cigarette litter (cigarettes, packaging, and lighting material) as the most littered items found in cleanups
around the country. Best practices in America and abroad were studied, eld-testing was conducted in 13 communities around the country, and results con rmed the program will be a success in any size community.
ECEL’s participation in the CLPP program last year resulted in a 43 percent reduction in cigarette litter along
its target area, the stretch of docks from Fisherman’s Wharf to Harbor Walk Marina in Destin.
ECEL will begin the program in late summer by scanning a target area and counting the amount of
cigarette litter found there. It will then spend the next six weeks spreading the word that cigarettes are litter
too by radio, print, and television announcements and by handing out pocket ashtrays in the target area. The
$2,500 grant will enable the organization to purchase and place permanent ash receptacles and signage along
the target area. After a six-week period, ECEL members will again scan the target area, counting the amount
of litter found there. It will then send all of its data to Keep America Beautiful for further development of litter
prevention programs, of which ECEL members hope to continue to be a part. ❂

A demand for marina slips and access to the water has been created due to the scarcity of land and new development of the areas. ABC Action News recently reported that this is prime waterfront real estate in Florida and
that even in the boom of 2005, premier wet and dry slips bucked appreciation trends of traditional single family
homes. According to state-certified general appraisers, wet and dry slips appreciated an average of 35% per year for
the past eight years.* As demand continues to out pace supply, YCOA ownership allows for the building of equity
